3 pnt hitch stuck in the up position

My FORD 600 series is stuck in the up position when the tractor is running; when i put the control lever down nothing happens; i have pull the hydraulic unit out and all the linkage is working properly; do not know what is going on with it?

Would any body have any idea what I need to look at?

Some tractors have a mechanical lock to keep the arms up. Sometimes it is located on the top casting where the upper arms are supported.

Does your tractor have a knob or lever that controls the rate of fall on the 3 pt. It this get adjusted all the way up the hitch will not lower. On my tractor it is under the seat and I sometimes bump it when getting on or off
