i'm not familiar with your machine, but most 3 point hitches have a position lever on the right side of the operator's seat. There are usually little movable stops that can be set so the lever hits them and it limits how high/low the lever moves and thus how high /low the 3 point gets. Move the 3 point lever up and see i fit has moved to the end of the slot or if it is hitting some sort of movable stop that is preventing it from going any farther. If it is hitting a little stop then see if you can unscrew/loosen and scoot the stop farther up the slot.
