JD 2320 tractor, The 3PT hitch lever will not move. The hitch is in the up position with my ballast box is on and I need to take the box off to put my backhoe on and what do you know, can't move the lever to lower the hitch. Suggestions?

Just figured it out. The 2 Washers, number 13, were rusted fast to the Plate, 14. I used fluid film and a drift punch with hammer, tapping on the washers to move the cam along, slow going but it works fine now. Sometimes I think if it were not for bad luck, I would not have any luck at all.
