3-point hitch not working correctly

I've had a mahindra 5500 4wd for 5 years since it was new, and now the 3-point hitch won't raise unless the throttle is revved. When the throttle is released, the hitch and box blade drop, regardless of the position of the control lever. I've removed the valve control box and replaced the seals and worn springs only to have it do the same thing! What else could it be?

First look for internal leaks, is there foaming going on?
