Not sure I understand your question. A 3 pt hitch is always allowed to float. You should be able to set the height and it will float above that point. Lower it all the way and it will float to whatever the ground or attachment allows.
OK, maybe I am missing something. When I set my flail mower on flat ground to the height that I want, everything is fine. When I start to go up a hill, the front of the track goes up and the mower starts to dig into the ground. It sure doesn't seem like it floats.
Put your 3 point postion control stick,all the way down. but don't think you want to use float with a mower,unless it has front wheels,floats good for backblade/tiller. Never used a flail mower.
OK, I went out and checked out the 3-pt hitch with nothing attached. Sure enough, I was able to lift it up freely. I guess I need to look at more closely when something is attached to it. Maybe the top link limits the travel or at least puts a different angle on things.

My guess when you go up a sharp hill, the flail cutter is hitting the ground because of the abrupt change. The rotating cutter is probably just ahead of the skids on the bottom of the cutter which allows it to scalp the turf. The 3rd link will not limit the upward float. Try lengthening the 3rd link to tip the cutter back. This should help with the scalping when going up a hill. However, this will probably raise the cutting height. You may have to raise the skids or rollers to allow it to cut lower when it is tipped back. The other option is to raise the cutter a bit to help make the transition and then lower again.
I have heard that some flail mowers have a slot where the top link pins to the tractor to allow some movement for those situations. Many bush hogs have a hinged connection point for that purpose. Does your flail offer any ability to move where the top link connects?
