I did something like that by just welding a couple of pieces to my drawbar to connect it to the top link so it doesn't rotate. Put the trailer ball in hole you want to use, or mount several different sizes on the same bar.
It seems a limiter chain could be rigged from the top link area to the axle or swinging drawbar to keep the hitch down for tail heavy loads.
