3000 series tractor, cannot get deck up to full speed when engaging

My 3235 tractor has an engagement issue, when I pull the level on the dash to engage the PTO for the deck it engages but the deck does not come up to speed. Replaced PTO drive belts, no help. Actuator look to be pulling and holding idler in place. I even pulled the idler pulley that engages the pto belt to see if the bearing were out of it..no problem there. The odd thing is when engaging the desk the motor is not lugging but the deck does not come up to speed. When I go to engage I have gotten a little belt smoke on the old set, nothing on the new set yet.

Looked at deck just a few weeks ago, all spindles and pulley were good.

Ideas?
