Wind shouldn't have much effect, I wouldn't think.

Have a 318 with the same problem after sitting for a couple of weeks. I use a blast of starting fluid. Works instantly. Also run 0W-30 mobil one to help lessen the stress on the starter and battery in the winter. I have seen threads on WFM about this problem and may try some solutions in the spring time.

Hello SeventhSojourn,
I Helped bring those into this world , I work for Chrysler Proving Grounds for 32 years. Retired in Dec. 1998. I don't know if anyone has change the starter on it ? But you can get a Japanese starter Which turns the eng. over faster , for it at Auto Zone. But they had problems with the carbs on them also . The heat from the eng. would boil the gas that was in the carb after it was turned off. I'am guessing that you have a 2 barrel on it? But Chrysler did nothing about it . But they did put different Carbs on then later on. You also can change the carb and also put an a electric fuel pump on it. I do know a few guys did this.
HOPE THIS HELPS YOU OUT!
