I must be missing something here. Does the tractor not have a 12V battery/starter/alternator? I've seen some older tractors that were 6V systems, but never a tractor with a 3pt/PTO and no electrical system. You would have to have a rather large electrical pump to not keep up with the bult in alternator. Otherwise, I see no reason to add another alternator and battery. Just use what's already on the tractor.
Now if the tractor has no electrical system, you would probably want to consider a PTO pump instead. Small 12V electrical pumps are cheap enough, but a PTO pump (the rotary style) is even more cost effective considering the performance. They put out a lot more pressure and volume for the same priced electrical pump. Plus, they are pretty easy (and cheap) to rebuild.
I've built both types - 12V electrical 15 gal for the ATV and a 3PT PTO 235 gal version for the tractor.
