What is supposed to happen if car 2 and 4 arrive at the same time and one indicates it wants to turn right?

Flipping a coin, shooting at the "other guy" and a few other ways come to mind, but in that scenario, if I were the one wanting to go right, I think I would just proceed after making a full and legal stop since I would not be impeding anyone.

We started getting the roundabouts in VA about 5 years ago - they work well...UNTIL some @#%%^$# that is already IN the circle STOPs to allow a vehicle to enter! Entering vehicle MUST YIELD and yield signs are not STOP signs...ughgh

I get a kick out of the person tries waving you through but their windows are tinted and they sit back in the seat so you can hardly see them. Sometimes in a difficult situation I will lean forward and reach forward and wave someone through such as when I am pulling my monster camper and will plug the intersection up.

Not all intersections and circumstances are obvious as to what to do, but there may be a semi or a long truck and may have a difficult time that I give an extra 25 feet so he can pass me while turning toward me.

I just moved to central PA and there are lots of 4 way stops (almost none by me in NJ). Sometimes they work OK. But the aggressive drivers often seize the moment. ANd the one's who wave other's thru screw up the whole cycle. There is one 4 way that is 100 feet from a traffic light on a 4 lane highway. When traffic backs up at the light it causes the 4 way to gridlock. Last time I was there and it did this I drove up the oncoming lane and made my left. Everyone else had to wait for the light to change.

They have a couple roundabouts (or circles as we call them in NY & NJ). They're a lot of people who don't know how to handle them. They stop even when there is no one approaching them. or stop when the circle is empty.

When I visit Ireland they have many roundabouts. And it's hard for me to get it right driving on the wrong side of the road and circling clockwise.

Now where my sister lives in CT has lots of 3 and 4 way stops. They are usually there just to slow down traffic. So most people don't stop at all, they just slow to 5-10 mph. She's gotten a few tickets this way.
