That's not good. Does the shift linkage feel like it is locating the right detents. With the guage in place monitoring the pressure could they change the pressure by either foot or hand linkage movement ?
Keep us imformed. There are alot of these tractors on the market. I know at shop rates it would not be a cheap fix. I would get the shop manual, study carefully and start surgery. Something has to be obvious in the control function if the pump has correct pressure.
One more thing... makes no difference if it is in four wheel drive or two ? Try the axle lock. Some of these points may help in locating the problem area, maybe less disassembly. Good luck.
