Have a steering problem with 450C. Bought JD tecnical manual and it does not provide much help. Im hoping I can get some direction here.

In reverse, left steering lever pulled back does not slow or stop the track. Works ok going forward. This is a problem that has gradually gotten worse.

Also, separate problem, after operatimg for 30 min, hydraulic fluid starts foaming out of top of tank...the one on right side of operator...theres a top piece bolted to tank and maybe gasket is bad? Im using TSC hydraulic fluid.

Sounds like, from your description, that the left side brake doesn't function.. wonder if it needs adjustment or repair?

No comment on the hyd. fluid. But why not Deere product?

On brake adjustment, my $120 manual doesnt give any description of how to adjust. Do I just turn the adjusting nut or is it more complicated?

Look at the "Similar Threads" shown below, as well as do the google search (upper right box here) on "Steering/brake clutch adjustment JD 450C" and follow up on the several hits that you will get. This one on the brakes of JD 450B, but I have not looked at the parts manuals to see if there is a significant difference to the 450C.

I might have found the problem. The steering lever rotates a shaft under the seat. On the ends of each shaft (one on each side) are two crank arms. On the right side steering, which works, both crank arms rotate with the shaft. On the left steering, which isnt working right, only the inboard crank arm rotates with the shaft. I'm guessing there is a key sheared in the outboard crank arm. I dont know what the outboard crank arm operates. Can anyone tell me how it is supposed to work and how it is assembled? Thanks.

Try going to jdparts here.. and enter the model #, then follow to the alphabetical listings to find a schematic and part numbers.
John Deere - Parts Catalog

You should be able to locate the sheared key and its location from what you have described.
