4x20 Series R1 Tire Size

I'm trying to get a handle on the R1 tire size listed for the 4x20 series. The rear tire size listed is 13.6-28. Does that mean "width-rim diameter"?

I was checking out a friends 4700 the other weekend. His rear tires were 16.9-24 which seemed like a really nize size.

Do the 4x20 series have different R1 tire choices? How do you figure out how big (width x overall diameter) a tire is with the two numbers listed?

I wanted bigger R1's and more plys but was unable to for my 4720. You were able to do this on the 4X10 series. My R4 rears are 17.5x24. The engineers in Augusta have told me the overspeed ration is 1.74, but I was unable to locate after market tires that would fit the tractor. I found some R1W tires but with the cost of the JD rims it was like $1800.
