One thing that threw me off is that there is a manual fuel prime pump located just above and to the left of the long filter. It has a rubber line going into it, presumably from the fuel tank, and a steel line going out to the long filter. The long filter, in turn, has a steel line going to the input of the short filter on the other side. The output of the short filter then goes to the high pressure pump.
Anyway, I started out opening the bleed valve on the long filter and pumped the manual fuel prime pump for what seemed like forever, but never got fuel. That is when I closed the bleed valve, opened the bleed valve on the short filter, and just started cranking in like 15 second burst, until it finally fired.
I have attached a pic of the prime pump from the service manual for reference.
