I didn't see any thing resembling gelling or algae in the filters. I'm concerned with the amount of rust in the little filter that it could be everywhere by now.
I'm going to remove the primer pump to see if I can get it to work, I suspect rust has it jammed up.
Can you tell me if this is the pump I need to change the oil in by the pic?
Where is the pump supply ? Is that something I can check on the tractor?
It's going to be nice for a few days maybe I can take a look into it.

Yes I can tell by the picture, that pump IS engine oil supplied so u don't have to check it..
The supply pump is the thing the hand primer is screwed in to.. the chunk of metal w/ the bowl..
That BIG SCREW in the center of it contains, a spring & a piston to suck the fuel from the tank & move the fuel UP TO the inj. pump inlet.
IF the spring breaks.. it wont move any fuel.. and the springs break ALL THE TIME.. check it..

Don't fool w/ the hand primer.. just get a new one.. I have them..

Check the bottom of the fuel tank for blockage. Routine maintenance might require draining. I found foreign material in mine.

Just a follow up:
I moved Rosey into the shop last week using another tractor. I had started it twice since changing the filters and both times it was the same. Start a bit labored then run poorly for a few seconds then kinda clean out and run better and die in a few minutes.
I decided to start it to move it to a better place in the shop and was expecting it to run for a short period of time but instead it started right up perfectly. Idled and stayed running. I have now started it several times and it seems to be back to normal.
We'll see.
I still need to deal with my primer pump, I will and may put a new one on due to a nice offer from the pumpguysc.
I'm thinking when spring comes I'll remove the tank and de rust as it has no screen or provisions for one.
Here's a pic of the little filter that lives with the primer pump. I'm pretty sure I had wiped and shook it before I took the pic.

Wix 33971 should do the trick..
Its obvious u have a fuel contamination problem in the tank.. & catching it BEFORE it gets to the lift pump is important for the life of the pump.

That tractor has two filters further up stream... or do you mean to replace this pump filter

Inline filter would be to pre filter before it gets to the primer filter, yes there are two can filters
