I've watched the belt move when running. The thing vibrates even with a good tensioner. If you check the tensioner and make sure the splines are tight and make sure you have good bearings then I would think maybe the belt stretched some from age.
Just like a serpentine belt on a car. It stretches from use over time. You could try it again and see but look into a belt for future use. I've ordered from tractorsmart.com and they get good reviews here.
