I am all for land owner rights, but when you chose to live in a social setting, hey, them guy's have rules. Sounds like he has lived there awhile, also sounds like the rules have changed and for whatever reason being enforced..

Here in the metroplex (Dallas/Ft Worth) on occasion, you can be cited for watering your lawn on the wrong day! Each city decides this as the weather changes along with demand. In the gated communities of West Chester, Ohio you can be cited if your lawn has too many yellow spots from your dog peeing on it. If you leave your front door propped open too long ( like while moving in) you will get a citation for leaving your front door open too long. You can't fly the American flag. Your fence must match the neighbors if they allow you to build a fence at all. All houses and yards must look identical to the neighborhood police. And the lots go for $500,000 an acre there. And all these houses are up for sale now.
