Yes, some order and rules are good. Some times they go overboard.
And when the rules have been written by idiots and enforced by bureaucratic nitwits it gets bad.

And of course we have a lot of divers here that believe their worn so called all season tires are perfectly fine for winter use,
and if they get stuck or in an accident it isn't their fault it's because the road wasn't cleared properly for their lack of preparation
and abilities. But it's not their fault it's always someone elses.

And somehow that gets twisted into Constitutional rights or privilege outlined in the Bill of Rights......
