Why not? I would expect that outfit was being hired or outright owned by whoever is responsible for their road maintenance, the equivalent of our Deportment Of Highways or municipalities. I don't see it as being much different than a truck mounted plow or using a grader with a wing attached.

I mean we couldn't drive at that speed and get away with it, the set up with the plow is great.

Most of the major street plow manufacturers also make skid steer mount versions of their pick up truck range, i.e. the 1/2 ton and up truck.
I have been considering one, or getting a used street plow and welding a skid steer mounting plate on the head frame - maybe around August when used snow plow prices have dropped a bit.

The Fastracs that farmers bought around here, all had waaay too many reliability problems for me to want one, especially with their electrical systems, with at least one of them burning to the ground!

I think all of them are gone now, as I haven't seen one for a while now...

You see a lot of videos of similar in Europe:looks like they don't sand/salt any roads so no need for trucks.

Europe is a very big place Mr Shadrack. A man could loose himself in Europe. Loose himself...

Seriously, conditions vary greatly. Most countries salt the roads extensively, especially those where proper winter tyres are not mandatory, f ex France, Britain etc. In Scandinavia, all major roads in the south of the country are salted regularly, minor roads and residential areas not and only sanded if very icy. Further north (inland above 60deg N) the low temperatures makes salt useless and there we drive on compacted snow all winter and wont see asphalt for 5 months. On the other hand, a lot of ice ripping is needed to make the roads not look like washboards, using dump truck with hydraulic grader blades with ice scrapers between the axels. So they have their work cut out for them. Never seen a tractor doing highways here, but the norwegian girl driving was nice....

That's pretty much how it is in this part of NY, major roads are usually kept clear and salted. Minor roads, only intersections and steep hills are salted unless very icy.
