Seriously, conditions vary greatly. Most countries salt the roads extensively, especially those where proper winter tyres are not mandatory, f ex France, Britain etc. In Scandinavia, all major roads in the south of the country are salted regularly, minor roads and residential areas not and only sanded if very icy. Further north (inland above 60deg N) the low temperatures makes salt useless and there we drive on compacted snow all winter and wont see asphalt for 5 months. On the other hand, a lot of ice ripping is needed to make the roads not look like washboards, using dump truck with hydraulic grader blades with ice scrapers between the axels. So they have their work cut out for them. Never seen a tractor doing highways here, but the norwegian girl driving was nice....
