Accessing Glow plug relay on 3840

Sanity check, how do you access the glow plug relay on a 3840, lower panel under the steering column? I have something intermittent between the fuse block and instrument cluster. Tapping either disrupts or fixes the circuit. Cleaned the fuse holder to no avail.

It looks like the panel comes off, one way or another.

A late followup. Replaced the glow plug relay and timer with the LS OEM parts from Parts For Montana Tractors . All is now well in Montana land.

3840 relays are accessed by removing the instrument cluster.
