The feds set the standard (weights and measures). There should be a calibration sticker on the pump.
99.9% the pump is right and there is something wonky with the can.
When i mix fuel, i use the calibrated pump at the station to pump whatever volume i want, i dont trust the marks on the cans. The fill marks were never intended to be THAT accurate.
At work we had these graduated fill containers (think water picture, but with a spout and graduations) that you could use to check the calibration of your cans. Ive seen similar ones at NAPA i believe.
