Ratchet binders required? That's a new one to me. Wonder where to find that in the regulations?

Look up PA DOT regulations for securing equipment. Grade 70 chains, not 43, 80 or anything else. Grade 70 transport chain of the correct minimum rating. Four chains on the machine, with one binder per chain. Total of four binders. At least one chain on each bucket, attachment, or implement, with a binder for each chain. That means a TLB of any size including a B21, needs to have six chains and six binders. All binders must be ratchet binders, of the correct minimum load rating. If you are hauling the machine across a public road between two building lots, the law requires the machine to be chained as above. That is not to say sometimes things are not done a little differently...

For the people who prefer the over center load binders but don't like the way the handle snaps open when released, there's always the "Safety Release" style. A bit more money of course but they do work. There's nothing worse than a high speed handle kissing you on the mouth just because your hand slips when you are undoing them!

I am originally from PA. I was not aware that PA was not following the FMCSA rules. Is this for intrastate activity? Only references I could find pointed to the fed standard.

PA mandates cannot go beyond the FMCSA rules for federally funded highways.

I agree with four chains on a vehicle plus whatever attachments but per the FMCSA rules, under 10k only two are required. Pinned attachments such as a backhoe do not have to be secured with a chain in the up position, over or under 10k. I would still be setting something like this on the deck myself.

I was told all attachments must be sitting on the trailer deck, no exceptions. And chained.

Sometimes you need to dig deep. Check out 393.130. See the "yes" in the right hand column? Now click on that "yes" and read over the question and answers. I bet you could find more DOT officers that have never read that than the ones who know about it.

Bring up the cargo securement rulesin HTML form. Then take those parts that are of interest and research them like I showed you above.

Take the time to down load the educational materials. Very good explanations on tieing down.
