CO2 will give more honk time for the size of the cylinder.

For general info: SCUBA tanks are not always 3000 PSI

Aluminum 80 CF tanks are typically 3000 PSI but steel 72 CF tanks are typically filled to about 2100 PSI.

In either case the first stage regulator will reduce the pressure to about 90 PSI which might be a bit anemic depending on the particular air horn.

My last compressor and reservoir for air horns cut off at 125 PSI and the horns were rated for 150 PSI.

I got a 6 gallon air compressor from Harbor Freight for $99 that is light and fairly portable and you can blow a set of truck air horns off it till the cows come home. And you have the advantage of being able to use it for everything else too.

UPDATE- the dad in charge of the horns picked up a small tank of co2 and a regulator- it works like a champ! runs at 100 psi- sounds so much better than it did off the air tank. Not sure how long the tank will last, but it's reasonable to refill. By his own admission he is "happier than a pig in mud".
