CO2 will give more honk time for the size of the cylinder.
For general info: SCUBA tanks are not always 3000 PSI
Aluminum 80 CF tanks are typically 3000 PSI but steel 72 CF tanks are typically filled to about 2100 PSI.
In either case the first stage regulator will reduce the pressure to about 90 PSI which might be a bit anemic depending on the particular air horn.
My last compressor and reservoir for air horns cut off at 125 PSI and the horns were rated for 150 PSI.
