Adam , Billy, there was legislation introduced this year in the Va General Assembly that proposed a utility tax on all customers of public water systems, with the expectation that it would be added to private wells in a year or so. Although defeated this year, look out for it in a couple of years. Proposed cost per well about $24 per year. Willie Jones

24 a year isn't that bad.. the one golf course has three wells and the meter installation was $300 each and then the cost is about $30 /well a month....

I know this is getting off topic. My God Parents from Germany visit quite frequently. We talk alot about the differences in the US and Germany. One thing they have to pay tax on is the water runoff from the roof of the house. Even if you don't "pipe" it into into the strom water drain, meaning you drain it into your lawn or keep it in barrels for watering the garden, etc. The rate is based on the total area of your roof(s). They even do random "audits" by air to make sure your honest.

That is the most creative tax I have heard of in a long time. I sure hope none of our legislators hear about that. Some say they will not raise taxes, but they certainly do think of creative "fees" to charge. And for the record a "fee" is not a "tax" according to them. Go figure. Willie Jones

The tax on runoff is already in the US. It's being used to finance the new sewer requirements of the EPA. Older sewer systems are combined sewers meaning that surface runoff and sewage end up in the same system. With heavy rains many old system can't handle the flow and sewage bypasses the treatment process ending up where it's not supposed to.

To build the new sewer systems, metropolitan areas of a certain size are considering a runoff utility. One already exists in Morgantown, WV. If you don't pay the runoff bill, the ordinance allows the water utility to shutoff your service.
