You would have to design and then build a brand new type of diesel engine. To be made in the USA, it couldn't be what another company makes. Same thing with the transmission. Which means figuring out how to do this without coping what others have invented. With all the requirements for smog, I don't think it's possible to do this and make a profit. Even if you bought a closed down engine factory, it would have to be retooled to create this brand new type of diesel engine that doesn't already exist, then make enough of them to pay for the factory and employees. How many would you have to sell just to break even? How many years would that take?
Tesla has been trying to do something like this with their electric vehicles, and because of political connections, they get billions is subsidies, and they are still losing money.
Better idea would be to find a diesel engine that already exists that you can buy for a fair price, then do the same with the transmission, and most of the other parts. Build what you can, and call it partially built in America. Then over time, try to do more and more of it here. But you still have to problem of getting people to buy enough of them to make a profit. It would have to be a lot cheaper then what is already out there, or so advanced that everyone wanted one really bad.
