The type of pressure treated wood that warps almost every time is called ACQ. The chemical used requires either hot dipped galvanized or stainless fasteners and all metal in contact with ACQ must also be either stainless or hot dipped galvanized.

There is a second type of PT called Borate Pressure Treated. This material does not warp nearly as badly as the ACQ, and I have even see laminated borate treated (sort of like a piece of plywood, but in dimensional lumber sizes). This material only requires standard fasteners.

If you can find a local source of Borate Pressure Treated mud sill, it would be ideal for this application and superior to plain Doug Fir.

I have 1/2 PEX Radiant Heat runs below my 4 inch Basement Slab stapled on top rigid 4 inch insulation. To anchor the wall framing etc., I used TAPCON Screws at a depth of 1-1/2 into the slab. You'll have to rent a Hammer drill.

I anchored two steel units to my radiant floor. The water misting is a good way to tell the locations when the heat is on. In the summer I used a 12V short circuit finder to find my pipes (metal). Marked the pipe and drilled with no problems. The infra red camera and spray bottle will be your best bet for the PEX pipe.
