Water accumulates on the tank bottom once it separates out. Normally the flow of fuel keeps the small amount of water moving and it will get burned. You are getting a lot of water from somewhere if it is ice accumulation. Additives are designed to keep the water in suspension so it gets burned with the diesel. If your diesel is that contaminated you need to find a new fuel source.
I had the gunk in the filter problem at 300 hrs. It plugged the tank outlet filter solid. I have 600 hrs now and no more plugging. Problem with the BXs their is no room underneath where the fuel line is to put a separator type filter. I always fill from a bulk tank with a pump and a 5 micron separator type filter. I have never found water in the pump filter drain cock. I have to admit we do not have the freezing weather you have to create ice. No snow last winter and only a few nights below 25 degrees.
