How do you report it as a scam? Who wants to own this one?

Go to the item's page in Ebay, copy the auction number. Scroll down to the very bottom of the page and select the security center, from the security center page, click on the REPORT A PROBLEM button.
You will be directed to page that lists options, select PROBLEM WITH AN EBAY MEMBER. Another set of options will then appear, select PROBLEMS FOR BUYERS (or something like that). A final set of options will appear, select REPORT A FRAUDULENT AUCTION YOU DIDN'T BID ON. You will be directed to another page, choose the EMAIL option.
On this page enter the auction number of the the fraud.
What I have found is that if the auction already has bidders, then it is harder to get the auction shut down. I don't know why.
