It took some time and money, but my lift issue is fixed. Here is what I had to do to get it fixed.
I did the following troubleshooting:
1. I checked the pump pressure as outlined in the I & T Shop Manual and I had a solid 2000 PSI
2. I also have a Ford 641 so I installed the lift cover from that tractor on the 861. The lift arms worked fine.
3. At that point I was convinced that the issue was in the 861 lift cover itself. I felt that everything involved with the lift "cylinder" was fine so I needed to look elsewhere. I had previously replaced the 登 ring on the check valve pilot, (#23) but did not pull out the valve seat.
4. The valve seat, # 28 is internally threaded so it can be pulled out. When I pulled it out, it was not complete. ( see pic) The valve seat was broken. There is a procedure in the I&T manual to remove the rest of it but I had no luck.
5. Ordered a used 861 Lift cover from Unger Tractors and also had to order a used Lift Ram Arm since it got destroyed trying to remove it from the old lift cover. ( 60 years of rust).
6. Put all parts on the 渡ew used lift cover and ALL IS WELL. No drop and my weight box does not drop at all in 24 hours. Just a note. The issue was not merely a slight lift bobbing, but rather a violent drop which would correct and then drop again. It would shake the entire tractor.
