Sorry to hear about your dilemna ! (sp?) Anyway this question brings me back to last year and another post that was very similar. Hopefully JimR will jump in and offer some very good advice that can help you out down the road ! He had a similar situation with his neighbor.

You want to start by documenting everything in a log book along with pictures and any conversations you have had with this neighbor!

I think the most important thing is what Eddie mentioned.
If he diverted the natural flow of the water, he is required by law to get and easement from you (and any future land owner that might buy your property) to allow this diversion.

The county health will not normally get involved with pigs until an operation is in the thousands of pigs, then they will be really involved with waste and require permits. But if the waste is being directly dumped on your land they will be concerned. How many pigs does he have?

Contact any farm agencies too. Pig waste is supposed to be carefully handled in proper ways. Just diverting it into the runoff is very very bad. Also contact any water conservation groups. They will be the ones who know who to talk to. Good luck and document who you call when you call and why you called. It may help down the road.

Definitely get the gov't involved. There's been a big political stink (pun intended) around here for more than a year over hog farms. The county passed an ordinance placing very strict regulations on where and how far away from other structures and roads hog operations could be located. The hog farmers took it to court...blah...blah...blah... Get some politicos involved and your hog problem will very likely disappear.

Take a water sample from your well (if you have one) and look for traces of ecoli. Farm animal waste has polluted many wells in our area. Better safe than sorry.
