Neoweb or something like this might work. The issues is whether it will slide on the sand underneath, given you are putting it on a hill then driving on it.
You might be able to do a strip wide enough for a tractor without adding much of anything else.
Thanks for all of the ideas. Two rows of planks or geotextile each look good to me. With anything like planks, I need to figure out how to make them rough enough to get good traction going up that 25 degree Hill.

Can you cut a path that lessens the slope of the hill at all? It would greatly decrease the flotation and shear resistance needs of your road. Geo textile or geogrid would be my suggestion to give the rock some base to keep from pushing through.

No-can-do on making the path track across the hill the 20 and 25 degree area is the gentle part. For planks I'm thinking along the lines of pole barn center match. I'm still concerned about traction with that idea though.
