John, of course the problem could be either the seals in the cylinder, or it could be in the control valve. It seems apparent that hydraulic oil is getting by one place or the other. But I'm not sure how you would test to find out which one it is without disconnecting them to pressure test them individually, and if you're like me, probably have to take them to a hydraulics shop to have it done.
