If the backhoe valve handles are all centered then the oil passes straight thru. If the BH OUT is connected to another valve's IN, there is full pressure available. But if one of the backhoe valves is moved - pressure is bled off and the downstream function can starve - or worse, it can reverse. This can be a safety issue - if the downstream function is raising a load, it can drop.
Usually the same person operates a tractor and they know what to expect. When someone else operates it, things can get dicey. An example would be if the extra remotes were used to power a thumb on the backhoe. You would want its grip force to be independent of any other hydraulic function.
As I understand it, the design idea behind power-beyond is to eliminate interaction of hydraulic functions to the extent possible. PB makes sure the flow can't go backward from one function to another.
