Then my best guess would be for limiting current, by putting a resister in series with the current flow. You have to choose the length and thickness of the metal heat ribbon for the current you want to limit. Could be used as a heater, because a lot of the home heaters do just that. Sometimes the resistive element looks like a coiled spring.
