Anybody recognize this cylinder holder?

Ditto on the Ratchet straps. No banging and clanging when moving around.

Well, I bought 4 of the clamps... And they don't fit a 9" cylinder. Not even close. What has me stumped is that the package says they'll fit up to a 9.5" cylinder.
