I know some about getting a brush hog going. I have found that it is good to be stopped and ingaged the PTO. I also have put a pto clutch on to help the shaft to spin freely even if I have stopped the PTO to turn around. But I do notice some movement when it gets going. I prefer to have some motion from it so I can tell that it is working.
