When the key is on I can hear the click from the seat safety switch and PTO switch, but not from the neutral safety switch. Does anyone know how to bypass/defeat it to test?

I can't believe it b&d but we agree on something.Not recommended to tell people how to defeat safety systems. Do you want to risk having a liability lawyer knocking on your door?
I can hear the lawyers knocking on my door if answer this one. If you do not have the technical knowledge to troubleshoot this problem, you should contact your dealer. BTW, as far as I know, neither one of those switches make any noise. They are simple push switches activated by pressure.

On a "neutral safety switch" I would presume in neutral you would have contact.
Not in neutral there would be no completed circuit.
This info should help your service provider help you decide if that switch or something else
needs attention........
But then I am only guessing............

This is on the right track.
Practice safe tractor maintenance.
Pull the right side engine compartment cover off. Put tractor In neutral, PTO (s) disengaged, when you turn on the ignition you should see the fuel flow solenoid activate and hold. If this works the neutral, PTO switches are closed. If it activates but does not hold let me know.
Turn ignition off put the tractor in gear switch ignition on
