Looking at the parts book, if I understand it correctly, they are bolts and you'll have to get to both sides to tighten them. I don't have one of these tillers but your post interested me.
I would probably replace those lock washers and nuts with flat washers and nylon insert lock nuts, or with flange type lock nuts.
