I'd like to abandon-in-place the Vinyl Asbestos Tile in my basement. There are areas where the adhesive has failed and the tile is gone. There are also areas where the tiles have curled up somewhat in the corners, but cannot be removed.

I'm thinking of putting floor leveler down an inch or so thick, to encase the remaining tile, without affecting the general layout of things. Is there a better way?

In one of the commercial buildings that I purchased, they were remodeling and they were removing the floor tile when it was discovered that the tile was asbestos. The solution other than go through the entire asbestos abatement process was to just cover up the tile with the floor covering of choice. In some areas they just left the tile and used it as is. The tile poses no danger as long as it is left alone and not removed.

Heat the tile w/ a propane torch.. it should come up pretty easy once heated.

Putting down a thin coat of latex leveler over the tiles should work fine. The only problem might be if the tiles are very dirty and the leveler won't stick to the tile. If that is the case I would get a good wax remover to remove any wax, dirt build up, then put down the leveler. Available at the orange store is a two part leveler, powder and milk looking liquid that has real good adhesion properties. I would recommend that. What ever you do don't sand or scrape the tile in anyway. I would also suggest that you wear a good mask when working with the tile. As long as you stay away from the "DUST" you will be fine. The "DUST" is what will kill you. I should know, I've worked with asbestos tiles for years, having sanded it to install new tiles over top of it. I've ingested dust in my system for many years without knowing the danger. My dad also ingested the dust, and unfortunately he died from it. He was a floor tile installer and I was his helper. Also, if you should encounter any dust on your clothes I would just throw them away. Perhaps you can purchase at the orange store a disposable nylon coverall. Not to put the fear of God in you but asbestos can be deadly if not handled properly. Good luck, use common sense, and you'll be fine. Any questions feel free to PM me. Stanley

i think you would be fine just covering the old floor with your new floor. the old tile should be fine as long as you don't distub it.
