Maybe the part you missed about igniting the diesel to melt the asphalt. Reheating the millings will create a tighter pack. Remember also that there are two types of millings, ground and reground. Typically, if it comes straight off the roadway (ground) it may (probably will) contain large chunks. If it comes from the asphalt plant it is usually run though a second grind to get a smaller fines for reintroduction to the new mix.

To the OP, Tar and chip, if available in your area may be more appealing. If done correctly, it is durable and very attractive. You typically will have a choice of topcoat (stone) color.

I don't know if you need anything to bind it together. I work at a church where they did the overflow parking lot done with millings. A big highway paving company donated the material and labor so I assume they put it pretty thick.

Came out like a rough paved area, there is some loose stuff on the surface but it is very solid overall.

When I did mine some 15 yrs back they did not mill the asphalt so it came in chunks.
The installer used a small tracked backhoe to breakit up and spread it as best he could.
Then they compacted it with a 10 wheel truck with rather bald tires.
My goal was to mainly control erosion on my hills.
Well, with 15 yrs gone by I have absolutely no complaints as the material rebonded itself with ambient heat (sunlight) and is even better than some roads around here.
My base was good, so that helped.
With today's shredded material being available you should be assured of a good road surface.
Best time to install would be early summer to take advantage of sunlight.
Compacting or a roller would sure help, but as I said, even driving will help.
Note however that not all millings will be the same quality as the older the dryer the millings will be and hence not bind as well.
The older dryer millings will result in more gravely a surface due to lack of binder material.

We use millings on our driveways and parking areas on our horse farm. Heat and pressure "seals" it down so it's like tar and chip in that respect. It is rough and flexible, which means horses won't slip on it (like they do on asphalt and concrete). It is plowable, but you have to be careful.

The DNR and water quality people like it because it slows torrential rain runoff better than asphalt or concrete.

It is easy to ride motorcycles on (unlike a gravel or rock road).

If you order, be sure you know what you're getting. In Maryland it can come in chunks or ground fine. The fine millings are much easier to spread and compact.

The chunks require major weight and serious work.

(btw, I have millings in part of my workshop, because spilled oil just becomes part of the paving--(and no, I don't just dump my oil--but drips aren't a problem).

I had a long trail with stones that was not holding up. I had a paving company come in and: added base stone and rolled it, covered the stone with tar, put down a layer of millings and rolled it. it's really nice.

I've just spent the last 3 days spreading and compacting 120 ton of asphalt grindings as back fill in my new pole barn. Mine was a mix of fines and chunks no larger that a softball. Spreading and compacting every 4 inches or so worked great I'm very happy with the results.

Just finished the driveway with 40 tons of reprocessed asphalt. the biggest piece was 3/4" . spread then pack it with vibrating compacting plate. its setting back up. wheels turns don't mark it any more. had 20 plus yards of 3/4" stone delivered. the truck did,t level a mark. the driveway is 110 feet with turn around and about 30 X 30 feet of parking at the garage.
saw an ad for 10 x 14 driveway asphalt $1500.00. the 40 tons delivered was $900.00. Plus the fun of working on the tractor, spreading and leveling it out.
