But if you know what is going to be on the trailer all the time they make them different. Like my jon boat trailer and the axle being near the back of the frame.

Precisely! If all you were going to haul was your TLB maybe you'd want the axle further back to compensate for the hoe.
I think general purpose trailers are built to the 40/60 configuration so that if one places a uniformly weighted load, say a stack of lumber from front to back, the tongue weight will be generally correct.
For me uniform loads are the exception not the rule so I always pay attention to weight distribution while loading.
