Here is what you do.
Take the 3/8 bolt out of the front of the gas tank that holds the throttle/governor parts on. Then take the 1/2 or 7/16 bolt out between the carb and the fuel filler, there is a spacer there, so dont lose it.
Wiggle the carb/tank out, and at the same time take the throttle/governor wire off.
Take the assembly to a clean work area. Dump the fuel into a glass container to view contents. likely water is present, with some crud.
Take the 3 or 4 screws off of the carb that hold it to the tank. Gently lift the carb up, being careful of the plastic emulsion pickups underneath it.
Clean the area under the carb. blowing all the little holes out. wipe the screen clean on the pickup tube (both) and blow into them with your mouth. WARNING WARNING, fuel may spray out at you, so if you like, use compressed air, but regulate it down to around 20-35 PSI. Blow out all remaining orifices.
Remove all of the remining OLD gasket and diaphragm form the tank and carb. Replace with a new gasket and diaphragm, this is a MUST. The new parts are around 3-4 dollars, and MUST BE REPLACED.
Put it back together and add fresh fuel with Sta-Bil sdded. Prime, and start.
