I'm not certain of lift capacity, but you should not be breaking relief by simply going over bumps, unless you are doing it "Nascar" style. You should be able to lift about 1000 lbs. w/o a problem, as long as it is in close, once you start moving the weight outward, the lifting capacity lessens of course. Something to keep in mind, is that your front end loader gets the oil first, so if the relief pressure on the loader is low, it will relieve through the loader valve first. Your loader relief pressure is probably about 1950 PSI. I would have to check my specs to be certain, but if the loader is popping off at 1500, it is going to relieve at 1500 at your 3-point as well. To be certain of relief pressures, you will have to check your pop off pressure on your loader. Another way to check it, is to disconnect your loader quick couplers, and loop them as if you were going to take the loader off, and repeat your bumpy travel. If it doesn't relieve when the loader is looped, then you may need to increase your relief pressure on your loader, but I would not just crank it up, be sure you use your gauges before doing so.
