From the symptoms (water in the trans oil) it sounds like the tractor was auctioned because somebody knew it wasn't right when warmed up.
Brian's comments are all right on the money - check every other possible external cause like clutch, suction strainer, fluid level, etc, but hydrostatic drives are in a class by themselves and need a specialist. Most dealers do not service HST units. They follow factory guidance and replace them whole. If you take yours to a dealer expecting them to know how to fix it, you may get a call saying it's shot and the cheapest option is a new one - the tractor is already apart so cost is mounting even if they don't resolve it.
If it's a problem external to the HST then fine, but otherwise a solution might be to locate a decent used one (with clean fluid) and swap it out yourself.
BTW - for pressure testing the port threads are likely BSP (British straight threads). Adapters here.
