My problems like this on my Woods Brushbull is because the tailwheel has very little castor angle, and a primitive bearing design on the vertical wheel pivot. Unless it is well greased, the wheel drags sideways rather than rolling as intended. Make sure you have grease on the pivot shaft and especially, on the horizontal thrust bearing.
