Thanks flusher... I did a little experiment with mortar (parge) and it seems like it may work. In the thicker areas, I used a piece of galvanized screen to keep it from sagging, and applied several coats. I'm sure it will crack as it dries, but it shouldn't matter as long as it holds together. It doesn't need to be watertight since I'll be using some sort of liner.

I'm still working on the 100' long upper wall that holds the stream and garden. Laying stone is a slow process, at least for me. It is a good thing my labor is free.
