I would probably use a 8" (Drywall) knife to scrape the loose materials of & avoid digging into the existing drywall. Go back and clean it with some TSP and dry it. Let it set a day or so and inspect for any added spots that pulled up when cleaning. Use a good scrubber pad with warm water/TSP mix. From there use some sandpaper (not screen) for the latex paint edges on a pole sander to knock down the edges some. Dust it down with a clean damp rag & dry it out with a heater for a while and air movement. Skim Coat bad spots, with a thicker mix of Durobond 45 (dry mix that you mix up like concrete in small batches) it will fill/seal any low spots. (Might need overall skim coat/2nd coat of DUrobond but it is hard to sand so don't pile it up.) Let it dry down and hit it with course screen on a pole and top coat it with lightweight topping skim coat. (Note it may take 2 coats of topping, use a light close to wall to see/find low spots.) Lightly sand top coating and use a GOOD KILZ primer for wet area let dry and top coat paint with preferred paint. I don't care for the combined (paint/prime) in the mildew resistant paints but have not bought any of the NEW stuff as I'm set in old ways...
