Is there a way that I can check to find out if my tractor has ballast in the rear tires?

Yep...

Depress the valve stem... if salty water sprays out.. or some other liquid besides air... you got it... /w3tcompact/icons/wink.gif

Mark, I would find out WHAT is in there no matter what. As Johns suggested, it might be salty, ie sodium chloride. If that wasn't done right or is just low, it will really corrode your wheels. (there are plenty of posts concerning that...) I used non toxic antifreeze for mine.

The Yanmar manual calls for the fluid to completely cover the wheels, so that they do not come in contact with air.

How do you actually fill the tire with the antfreeze/water mix? I have an air compressor, how do I pump the fluid in?

My farm supply store sells an adapter that fits a garden hose, or pump. NAPA also sells one, for about $18 (mine was $6)

They have an air bleeder to let you bleed the air that is being compressed by the liquid.
