I tried cracking the lines on the cylinders and when I do I get fluid comming out if I hit the lever. I would assume this means fluid is getting to the cylinder.

Read about testing the piston seal again....pressure to capped side (extend) and see if oil is coming out on the rod side....of course cylinder needs to be FULLY extended (stalled) during the test
