thats a depends question, lithium can't be charged below freezing, i know some of my lithium Flashlights have trouble in deep cold, not sure how bad the jump packs are. I don't store mine in the vehicle though either.I think they also perform very poorly in cold weather - worse than lead acid batteries.
I have a lithium pack from Costco that works very well, and doubles as a power pack with connections for anything.
